You can Special Summon this card (from your hand) by discarding 1 other WATER monster. When this card is Summoned: You can send 1 Level 2 or lower Aqua-Type WATER monster from your Deck or face-up from your field to the Graveyard. Once per turn: You can return 1 monster you control to the hand; you can Normal Summon 1 "Frog" monster during your Main Phase this turn, except "Swap Frog", in addition to your Normal Summon/Set. (You can only gain this effect once per turn.)

Card of Demise

Draw until you have 3 cards in your hand, also for the rest of this turn after this card resolves, your opponent takes no damage. During the End Phase of this turn, send your entire hand to the Graveyard. You can only activate 1 "Card of Demise" per turn. You cannot Special Summon during the turn you activate this card.

Reasoning

Your opponent declares a monster Level from 1 to 12. Excavate cards from the top of your Deck until you excavate a monster that can be Normal Summoned/Set. If that monster is the same Level as the one declared by your opponent, send all excavated cards to the GY. If not, Special Summon the excavated monster, also send the remaining cards to the GY.

That Grass Looks Greener

If you have more cards in your Deck than your opponent does: Send cards from the top of your Deck to the Graveyard so you have the same number of cards in the Deck as your opponent.

Anti-Spell Fragrance

Both players must Set Spell Cards before activating them, and cannot activate them until their next turn after Setting them.
